Dubai Major rush hours are :
6 - 9 AM --> Dubai/Sharjah Border
5 - 7 PM --> Dubai/Sharjah Border - Sheikh Zayed Road - Jumeirah Road
Knowing the information above it is now easier to consider which roads to go and at what time to go in these routes to avoid heavy traffic.
1. Use Alternative roads than Sheikh Zayed Road in the Evening.
Sheikh Zayed Road (E11) Is the most important and major road in Dubai. It is the fastest route for many people to reach their destination and it is the first choice for most drivers. However this make it the first place that heavy traffic happens in Dubai. Use Alternative roads such as Al Khail road (E44) or Mohammed Bin Zayed Road (former Emirates Road E311 ). This way you not only you dont need to pay Salik but also you avoid the rush hour of Sheikh Zayed road. Keep in mind that sometimes these alternative routes are also busy but they are usually have less traffic than Sheikh Zayed Road in rush hour.
2. Public Transportation
Yes we all know that. If you can, use public transportation. There is Excellent metro and bus facilities In Dubai. Metro In Dubai has its own Mobile application that you can use to track the timings. The Bus system also caters to places that metro usually is not available.
3. Check traffic before entering your car.
Use Google Maps App, WAZE or any other major traffic app to see the traffic status of the roads you are planning to travel. They can tell you where is the traffic, how long it is. How much time do you need to reach your destination and many other useful information for you to consider before starting your car and choosing your route.
